Fractional Chief Human Resources Officer (CHRO)
About the Role
We are seeking an experienced Fractional Chief Human Resources Officer (CHRO) to provide strategic HR leadership and guidance on a part-time/contract basis. This role is ideal for a seasoned HR executive who can deliver C-suite expertise while working flexibly across our organization's key priorities.
Position Type
- Employment Type: Fractional/Part-Time/Contract
- Time Commitment: 2-3 days per week (flexible)
- Location: Hybrid/Remote (with occasional on-site presence in UAE/GCC region)
- Reporting To: CEO/Board of Directors
Key Responsibilities
Strategic HR Leadership
- Develop and execute comprehensive HR strategy aligned with business objectives and growth targets
- Provide strategic counsel to the CEO and leadership team on all people-related matters
- Design and implement organizational structure to support scaling from 15+ to 50+ employees
- Lead workforce planning, talent acquisition strategy, and succession planning initiatives
Talent Management & Development
- Establish performance management frameworks and KPI systems across all departments
- Design career progression pathways and retention strategies for high-performers
- Implement leadership development programs to build internal bench strength
- Create competency frameworks for recruitment, training, and consulting teams
Compensation & Benefits
- Design competitive compensation structures for the UAE/GCC market
- Conduct salary benchmarking and market analysis (leveraging salary survey data)
- Develop incentive and bonus structures tied to company performance metrics
- Optimize benefits packages to attract and retain top talent in competitive markets
Compliance & Risk Management
- Ensure full compliance with UAE labor law and GCC employment regulations
- Develop and maintain employee handbook, policies, and procedures
- Manage employment contracts, visa processes, and regulatory requirements
- Implement HR risk mitigation strategies and employee relations protocols
Culture & Employee Experience
- Build and nurture a high-performance, values-driven organizational culture
- Design employee engagement initiatives and feedback mechanisms
- Lead change management initiatives during periods of growth and transformation
- Foster inclusive workplace practices and diversity initiatives
HR Operations & Systems
- Implement and optimize HRIS systems (Zoho People or similar platforms)
- Establish HR metrics, dashboards, and reporting for data-driven decision making
- Streamline HR processes and workflows through automation
- Build scalable HR infrastructure to support 10M USD+ revenue targets
Required Qualifications
Experience
- 10+ years of progressive HR leadership experience, with at least 5 years in a CHRO or VP HR role
- Proven track record in scaling organizations from 15-100+ employees
- Experience in recruitment/staffing industry or professional services firms strongly preferred
- Demonstrated success in UAE/GCC markets with deep understanding of regional labor laws
- Experience managing multi-country teams across UAE, Saudi Arabia, Qatar, and broader GCC
Technical Expertise
- Expert knowledge of UAE Labor Law, MOHRE regulations, and GCC employment frameworks
- Strong background in compensation design, salary surveys, and market benchmarking
- Proficiency with HRIS platforms (Zoho People, BambooHR, Workday, or similar)
- Experience with HR analytics, metrics, and data-driven decision making
- Knowledge of recruitment ATS systems and talent acquisition technologies
Strategic Capabilities
- Ability to translate business strategy into actionable HR initiatives
- Strong business acumen with understanding of P&L impact and ROI
- Experience supporting aggressive growth targets and revenue scaling
- Change management expertise in fast-paced, dynamic environments
Education & Certifications
- Bachelor's degree in Human Resources, Business Administration, or related field (required)
- Master's degree in HR, MBA, or relevant advanced degree (preferred)
- SHRM-SCP, CIPD Level 7, or equivalent senior HR certification (highly preferred)
- PHR/SPHR certification (advantage)
